This notice outlines updated regulations and guidelines for both international and domestic tourism within the People's Republic of China, effective January 1st, 2024. I. International Tourism:

A. Visa and Entry Requirements: While the general visa policies remain unchanged, the CNTA will be implementing a more streamlined and efficient online visa application system. This system will incorporate biometric data and facial recognition technology to expedite the processing time and enhance security. Furthermore, all international visitors are required to provide proof of travel insurance covering medical emergencies and repatriation costs, with a minimum coverage of RMB 500,000. Failure to provide valid insurance will result in denial of entry.

B. Tourist Guiding Services: To improve the quality of service for international tourists, the CNTA is mandating that all tour guides operating in designated tourist zones must hold a nationally recognized certification, demonstrating proficiency in at least one foreign language and a comprehensive understanding of Chinese culture and history. Unauthorized guiding services will be strictly prohibited, and penalties for violations will be significantly increased.

C. Sustainable Tourism Practices: International tour operators are encouraged to adopt environmentally friendly practices, including reducing carbon emissions, minimizing waste, and respecting local ecosystems. The CNTA will be working with international organizations and tourism bodies to promote sustainable tourism initiatives and provide incentives for tour operators who adhere to these principles. This includes preferential treatment in obtaining permits and licenses.

D. Cultural Sensitivity Training: The CNTA will be introducing mandatory cultural sensitivity training for all international tour operators and guides operating within China. This training will cover topics such as respecting local customs, traditions, and religious practices, as well as appropriate etiquette and behavior. Failure to complete this training will result in operational restrictions.

II. Domestic Tourism:

A. National Parks and Protected Areas: Access to certain national parks and protected areas will be regulated to ensure the preservation of natural resources and biodiversity. Reservations will be required for popular destinations, and visitor numbers will be capped to limit environmental impact. Stricter penalties will be enforced for littering, vandalism, and unauthorized activities within these areas.

B. Improved Infrastructure and Accessibility: The CNTA will be investing in improving infrastructure at popular tourist destinations, including public transportation, restroom facilities, and accessibility for people with disabilities. This will enhance the overall tourist experience and make travel more convenient for all visitors.

C. Combating Over-Tourism: To address issues related to over-tourism in certain regions, the CNTA will be implementing measures to redistribute tourist flows to less crowded destinations. Tourists are encouraged to report any instances of unfair pricing, misleading advertising, or unethical business practices. The CNTA will be strengthening its enforcement mechanisms to address these issues and protect the rights of tourists.

III. Technology and Digitalization:

The CNTA will be leveraging technology to enhance the tourism experience and improve regulatory efficiency. This includes developing a comprehensive digital platform for booking accommodations, tours, and transportation, as well as providing real-time information on tourist attractions and travel advisories. The platform will also integrate with a national tourism database to improve data collection and analysis for better policymaking.

IV. Enforcement and Penalties:

The CNTA will be strengthening its enforcement mechanisms to ensure compliance with these regulations. Penalties for violations will be significantly increased, and repeat offenders will face stricter consequences, including potential business closures and legal action.
